Sir,
I do not like the idea of filling 20% vacancies in GP 4600 by outstanding candidates. As of now, outstanding candidates have an opportunity to advance in their seniority. But this system will only give rise to infighting. Also it will become a tool in the hand of the administration to pick and choose people according to their will. The promotion to GP 4600 should be made in the same way for the Non-selection posts prior to SCPC.

judging people based on ACRs is not justifiable since ACRs are not written on the basis of quantifiable parameters and it is highly influenced by "recency" effect rather than the year long performance of the employee.
Hence reserving 20% posts for staff having "outstanding" CR cannot be accepted unless the way of writing CRs is modified.

Dear shri. Hari, This is with refence to your post on ACR/APAR also. Even if the way of writing CRs is transparent, we cannot prevent the 'apple polishers' being classified as 'outstanding'. In one sense they are standing outside the groupe of hard/innocent workers

I fully agree with our other Members regarding suitability for GP-4600 based of ACRs without any reservation for 'outstanding' to avoid any malpractice by the Officers & infighting among the Sr.Supervisors as this will not help to bring tranparency in the selection system also. We should strongly protest for this.

Regarding seniority:Now SEand SSE are merged and going to known as same designation.Eventhough SSE is not a selection post,those who got promotion on reserved quota to SSE is now treated as senior.what will be the seniority position of those SE promoted to SSE on reserved quota after 2006.For general candidate normaly promotion is as per seniority, no such doubt will arise.But candidate's promotion withheld due to DAR action or other reason, the case is same.please clarify.

Sir,

I'm S.Meganathan from CW/PER. I'm J.E since 2000. I'm still a J.E. only. Will I be promoted under this? If so when will I be promoted ? Shall I be writing any exam for my promotion ?

I am a victim of the so called "outstanding" in selection of SE.After joinined as JE on 1990 I was called for selection of SE for the vacancy of 10 posts where my name was 21st in eligibility list of 30 on 2005.Among the 11 passed candidates my name was 10th.As the interview dispenced with, every body considered my selection as almost certain.But when the last pannel published I been dropped from the pannel as the 11th person was placed in "outstanding".Anyway myself got promotion as per CAT order on another point but I couldnot have questioned the "outstanding" as my advocate adviced so.
As per my opinion test of qualifying nature is necessary and once qualified he have to get promotion as per seniority according to vacancy.Some person couldnot have selected after passing 3 exam as they were junior.But on their turn they couldnot have clear the exam due to various reasons.To avoid such cituation onetime qualifying system is good as this system working smoothly in other department for the promotion to just higher post.
