Shocked Decentralisation of SSE/C&W posts to Divisional Level

Dear Freinds

I am inviting your kind attention to a recent development in C&W engineers cadre in Southern Railway. As per a memorandum recently issued by CPO/SR, the posts of SSE/C&W is now decentralised to divisional level from 01-04-2009. There are 114 posts of SSE/C&W available in SR.

Earlier the posts of SSE/C&W was controlled by headquarters and the promotions to this grade was made on the basis of combined seniority cum suitability from a combined seniority list of SE/C&Ws in all divisions. As a result of this, all SE/C&Ws in the entire zone were getting a chance for promotion equally and as a result of this equal oppurtunity, people were not much concerned about the pin pointing of the posts of SSE/C&W in SR.

Now these posts are divided among divisions as follows

HQRS-08, MAS-43, TPJ-13, MDU-13, PGT-13,TVC-15, SA-09

From the above, it can be seen that about 38% posts are given to MAS division and other divisions are given only very less number of posts which is very less when compared to their workload. A great injustice is done to TVC division which is the second largest C&W activity centre in SR. It is highly regretted to note that , the allottment of SSE/C&W posts is not justifiable and it is not done on the basis of any standards
and therefore this anomaly has come up.

As a result of this unjustifiable action of the administration, C&W engineers in TVC division is deprived of their genuine right of promotion to higher grades.

A similiar situation can come to other cadres also in the wake of decentralisation of HQ controlled posts to divisional level.

I invite the attention of IRTSA officials to this grave anomaly and request them to study this and act immediately to alleviate this grievance.

I request all our brother engineers to please come up with your valuable suggestion/comments and criticism on the above subject.

SSE post in CR decentralised (C&W only) from 1993. As per restructuring strength of SSE is 21% of engineers. So chances any discrimination would not arise. Due to the merger of SE & SSE as per my opinion, it is not a case to worry.
