I would like to invite the attention of Sri Hari and others to the following.
In 1993, before implementation of V pay commission, I was recruited in the grade of Rs. 1600-2660/- DR Quota from Engineering Graduates, when diploma holders were being recruited in the grade Rs. 1400-2300/- and ITI certificate holders were being recruited in the grade Rs.1200-2040/- in the design/drawing cadre.
After the V pay commission recommendation, the recruitment grade of engineering graduates was upgraded to Rs. 6500-10500/- (2000-3200 pre revised) from 5500-9000/- (Rs. 1600-2660 pre revised), the diploma holders were recruited in the grade Rs.5000-8000/- (1400-2300/- pre revised) and ITI holders were recruited in the grade Rs.4000-6000/- (Rs. 1200-2040/- pre revised).
Subsequently, the grade of Rs.4000-6000/- (i.e., the entry grade for Junior Draftsman) was abolished by surrendering 50% of posts and they were placed in grade Rs.5000-8000/-.
Now, after the VI pay commission, the direct recruitment grade of engineering graduates is upgraded to grade pay of Rs.4600/- (Rs. 7450-11500/-) and the grades of 5000-8000/- and 5500-9000/- are merged with 6500-10500/- with a grade pay of Rs.4200/-.
Due to this, since I have joined joined as Head Draugthsman in Grade 5500-9000,prior to implementation of Vth Pay Commission my grade pay was also made the same as that of the diploma holders and the ITI certificate holders who were recruited as Senior Draughtsman and Assistant Draughtsman i.e., Rs.4200/-. Here my entry with higher qualification is totally ignored. In this regard it may also see that at that time the diploma holders were granted six additional increments on acquiring graduation in engineering.
After the implementation of Vth Pay Commission some of our juniors with degree in engineering qualification were given an opportunity to get promoted as Section Engineer through departmental exam and considered as directly recruited engineering graduates in the grade of 6500-10500/-. Now their entry grade has been considered as Rs.4600/- grade pay. Moreover fresh engineering graduates are also being recruited through RRB in the grade pay of Rs.4600/-. But, senior direct recruited engineering graduates, who were also recruited with the same qualification and selection mode, with so many years of experience are considered as having entered in the grade pay of Rs.4200/- for MACP purpose.
Directly recruited Engineering Graduates in similar other disciplines such as Works,P.Way.C&W,Electrical ,Signal etc has been considered as Rs.4600/- as their entry cadre irrespective of their year of appointment. Hence it is very unjust to DR Engineering Gradutes in Drg/Dgn category to consider their entry grade pay as Rs.4200/- and due to this I was denied one MACP grade compared to direct recruited Engineering Graduates in Drg Office after the implementation of Vth pay commission and my counterparts in other similar disciplines in Railways.
I think the Railway has shown total injustice to me and other similar recruited Engineering Graduates in Drg Cadre by denying initial Grade Pay as Rs.4600 and not granting increment for promotion from SE to SSE during 2007.
The no.of directly recruited Engineering Graduates in Drg. cadre is very mearge. I hope IRTSA will also join with us.
