Abolition of selection panel.

Railway Board stayed all selection procedure at the time of the implementation of 6th CPC espencially for the post of SE. So many friends of me affected as after serving as JE more than 15 years and they were waiting promotion order after clearing the written test.60% marks in written test was compulsory for the post of SE even for SC/ST candidates.As per new order nobody from the panel of candidates who passed the exam was promoted.After long years of openline service passing exam is not so easy.Another point being JE after 15 years of service is a matter of shame in society.Changing the rule between the game is unfair.

My opinion:

Railway board never stayed promotions. It must be the interpretation of the local pundits that all promotions are stayed. Initially, RB issued a circular stating that promotions should not be made. Then, Railway board issued a clarification that promotions are stayed only in grades where same GP existed even after Merger of posts Ref: RBE No.127 dated 23-09-2008 and others can be promoted following the then existing scheme. So promotion to JE to SE was never stayed till the last order RBE 161/2009. So whatever panels existed from JE-1 to SE was operational till the issuance of the said order RBE 161/2009.

You may go through the above letters from RB and approach the administration or CAT for further orders
