Dear Brother Engineers,

Subject: i) Ongoing struggle against injustice with Rail Engineers

ii) Inclusion of main demands in agendas of Priority Committee & Anomalies Committees (at NC & DC)

iii) Review of organisational position.

iv) Need for intensifying struggle & raising of funds.

1. Memorandums & Persuasion of Major Issues: We have been hectically busy, during the last few months, in continuously pursuing the major issues with the Government - Ministries of Personal & Railways. A series of Memorandums were made out by the undersigned - in consultation with other CEC members - and submitted to all concerned including DOP & RB etc. along with detailed arguments & vital statistical data etc. - highlighting the injustice with Rail Engineers by the Sixth Pay Commission & the Railway administration.

To DOP, Railway Board, National Anomalies Committee and Departmental Anomalies Committee etc.

Copies of these memorandums have been placed on IRTSA Website www.irtsa.net.

The same were also published in the recent issues of IRTSA Journal "Voice of Rail Engineers."

1. Grade Pay of 4800 for JEs / CMA II & Rs 5400 for SSE / CMA I / CMS / DMS,

2. Classification of all posts of JEs/ SSE/ CMA/ CMS /DMS in Group B (Gaz.) - as per orders of DOP

3. Restoration of Date of increment on date of increment - due to adverse Impact of uniform date of Increment

4. Revision of rates of Incentive Bonus in Workshops & Production Units,

5. Group Incentive Scheme in Sheds & Open Line Depots to meet with additional workload,

6. PCO Allowance to Drawing / Design & CMT Staff,

7. 2 AC Pass to all in Grade Pay of 4200 & above,

8. Cadre Restructuring of Technical Supervisors at par with other Inspectorial Cadres.

9. Removal of Anomaly in Fixation of Pension of Pre-2006 Pensioners

10. Additional pension of 5 to 15% in the age group of 65 to 75 years - (on the analogy of age group of 80 to 100 years)

11. Revised Stipend & Period of Training - from 1.1.09

12. Grant of PCO Allowance to JEs (left out earlier but since restored after representation)

13. Uniform increase of Transport Allowance

2. Both the Federations & leaders of JCM have also been taken into confidence on all the above issues. After prolonged discussions, all major items have been given to them for including these issues in their agendas of Priority Committee, National Anomalies Committee and Departmental Anomalies Committee etc. - (Agendas for these committees are now being finalized by the Staff Side now.)

3. All orders issued by the Government, DOP & Railway Board have been placed on our Website www.irtsa.net - which has become a reference point by Engineers as well as by the Railway men & others - on all issues due to comprehensive & compilation & easy accessibility of multifarious information on this website. Replies to many issues raised by IRTSA under the RTI have also been place on the irtsa.net.

4. All civil posts under Union, shall be classified as follows (vide DOP's Notification dated 9.4.2009)

A central Civil post carrying the following grade pays:-

Rs.5400, Rs.4800, Rs.4600 and Rs.4200 in the scale of pay of Rs.9300-34800 in Pay Band-2

5. Detailed orders may be seen on irtsa.net. We have now to make sure that the said orders of the DOP are properly implemented on the railways.

IRTSA is urging upon the Railway Board to "Classify all posts of JE/ SSE/ CMA/ CMS / DMS in Group B (Gaz.)" - as per orders of DOP. We are also pursuing the recognised Federations to support this demand fully - and they have agreed to in principle do so. A concerted effort is, however, required by all of us to ensure that we win the battle this time positively.

6. Minimum Qualifying Service for Promotion: Orders on ACP are still awaited. However, DOP (vide their orders dated 24.3.2009) have for the first time prescribed the Minimum Qualifying Service for Promotion at each level of Grade pay. Relevant extracts are given below for your comments - as it is a serious matter:

7. Future plans: We propose to undertake following actions in near future:

a) Mass Representations: While we continue to pursue matters at the higher levels - as mentioned above, I shall be shortly sending to all Units & Subunits sample of MASS REPRESENTATIONS to be made by Units of IRTSA & the individuals, on some of the major issues.

b) Special Conference of Open Line & Shed Staff - in August, 09 at Delhi.

c) Filing of Court case in CAT if some of the main demands are not met

d) Preparations for intensive struggle - including work-to rule, if required.

8. Tours by Central President (CP) IRTSA: CP IRTSA Er Shanmugam has been intensively touring various Zones. He has intensively toured Southern Railway earlier and recently toured parts of South Central, Western & Central regions for mobilization of the Engineers of those areas & and to prepare them for the struggle ahead. He has addressed mass meetings at Thiruvanathapuram, Lalaguda, Lower Parel Work shop, Mahalaxmi Workshop, EMU Car Shed Mumbai Central & Kandivili, S&T Workshop - Byculla, Parel & Matunga Workshops. He plans to tour other areas in near future.

9. CEC MEETING: CEC - IRTSA shall be meeting shortly to decide the future line of actions and steps required to be taken for early acceptance of the demands. (Notice for CEC meeting is being sent separately)

10. ORGANISATIONAL MATTERS

All Units & Subunits of IRTSA are requested to take following actions early, if not done already:

1. Close accounts for 2008 as on 31.12.2008, Get them audited & passed by Executive Committee & General Body and Send a copy of the Balance Sheet to ZS, CT & GS, IRTSA.

2. Hold Annual General Body Meeting & Annual Elections and Send the Minutes to ZS, CT & GS,

3. Send Central Quota of Subscription for 2008 to Central Trea surer, IRTSA, (Er. ON Purohit, 106 Suraj Nagar, Jodhpur - 8) by DD in favour of IRTSA only.

4. Launch intensive "Membership Drive" for 2009.

5. Launch intensive drive for Struggle Fund & Send the central quota thereof to Central Treasurer - as per directive of CEC IRTSA.
