Dear Sir,

Subject: i) Introduction of Group Incentive Scheme in Sheds & Open Line Depots -

- including Electric & Diesel Loco Sheds, Electrical General Services, C & W Depots, P- Way, Works, Signal & Telecom etc.

ii) Provision of requisite Man Power for New Trains & Assets - as per Bench Marks, Yardsticks & Man Power norms.

Traffic is fast increasing due to introduction of new trains every year. The Traffic of also widely fluctuates during the year due to introduction of a large number of Holiday Specials, Festival Specials, Military Specials, Tourist Specials, VIP Specials, Departmental Specials and Goods Specials introduced every year to meet with the seasonal rush and other exigencies.

Requisite man power is not provided anywhere on the Indian Railways as per norms for Man Power Planning / formulae & yard stick prescribed by various Directorates of the Railway Board - for various Technical Departments - both due to lack of requisite sanctions especially for the New assets & trains as well on account of non-filling of vacancies etc. This seriously jeopardizes safety. 

No man power is provided for the fluctuating demand of Coaches, Wagons, Locos, EMUs, MMEUs & OHE etc. or for the additional work load due to fluctuating traffic in the year around - which further reduces the effective time for repair & maintenance - especially in peak season. This places tremendous pressure on the Staff & Technical Supervisors and seriously impairs safety, efficiency & at times adversely effects train operations.

3. Providing staff for fluctuating workload or even for the new assets & new trains - before their commissioning or even much after it, is neither feasible nor practically possible in most cases. The only way out is to introduce "Group Incentive Scheme" in all Sheds & Open Line Depots (including in Electric & Diesel Loco Sheds, Electrical General Services, C & W Depots, P-Way, Works, Signal & Telecom & Traction Distribution etc).

4. It, therefore, is requested that:

i) Full strength of Staff & Technical Supervisors may please be provided in all Sheds & Open Line Depots (including Electric & Diesel Loco Sheds, Electrical General Services, C & W Depots, P- Way, Works, Signal & Telecom & Traction Distribution etc).

ii) A Group Incentive Scheme may be introduced in all Sheds & Open Line Depots (including Electric & Diesel Loco Sheds, Electrical General Services, C & W Depots, P-Way, Works, Signal & Telecom & Traction Distribution etc). - to meet with the shortfall of staff as per prescribed norms for Man Power Planning / formulae & yard stick to handle the ever increasing workload due to new trains and due to the large number special trains introduced every year to meet with the seasonal rush and other exigencies - especially in peak season.
